Save energy. Secure operations. Tender cleanly.
We manufacture pool covers for municipal indoor and outdoor pools — in our own Bavarian manufactory since 1983. You choose between below-floor, above-floor and lift system, for refurbishment or new build. The technology aligns with the KOK guidelines and the DGfdB rulebook. For market exploration and tendering we deliver a complete tender package.
Important for tendering and operation
- For new build and existing pools — below-floor, above-floor or lift system
- For 25 m, 50 m and special pools — sport, teaching, therapy and combination pools
- Service and spare parts from Bad Tölz — our own 16-person team
Evaporation drives energy, water and staff effort.
Swimming pools are among the buildings with the highest energy consumption. Sport pools require around 3,400 kWh per m² of water surface per year, leisure pools even more. The biggest driver is evaporation from the open water surface — indoors as well as outdoors. The greatest effect therefore comes from an automatic cover that closes the pool outside bathing hours.
Open pools evaporate at night and outside bathing hours too. Every evaporated litre has to be reheated. In an indoor pool the humid air also has to be vented.
Heating, ventilation and dehumidification are the biggest energy items in pool operation. A closed cover outside bathing hours noticeably reduces both: the heat losses and the load on the air-handling system.
Foil covers cost a lot of staff time in daily operation and raise occupational-safety questions. Automatic slatted covers are operated by staff in seconds — safely and with clear handling.
According to the DGfdB, around 80% of German pool operators see a need for refurbishment. On average roughly €2.5 million has built up per pool. Every investment therefore has to pay off over its service life.
Indoor pool, outdoor pool, teaching pool — every pool needs the right cover.
Material, profile and installation differ markedly by pool type. We deliver a fitting, documented solution for all four key cases — from the teaching pool to the 50 m sport pool.
In an indoor pool one thing counts above all: less evaporation. That cuts heating, ventilation and dehumidification in one step. A solar variant is not worthwhile here, because the sun does not shine directly on the pool.
- PVC profile as the economical material choice
- Below-floor for new builds, above-floor for retrofits
- Simple operation for pool staff
- Fits the ventilation and pool-water systems
Outdoors there is more to it: the cover retains heat, gains heat from the sun and keeps dirt out. Wind, UV radiation and hail require robust material and solid technology.
- PC profile recommended — robust against UV, heat and hail
- Solar variant with a transparent top
- The season starts earlier and ends later
- Less effort for cleaning and chemicals
Smaller pools often have a tight budget but should be easy to operate. The Mini Cover is the economical entry line here — with full automation.
- Mini Cover as the entry line
- NF- and TÜV-tested, even in the compact size
- Quickly operated at shift change
- Little space needed for the roll-up unit
Transitions between indoors and outdoors and different usage zones require flexible solutions. On request we also partition pools vertically.
- Material and profile chosen to suit each pool
- Vertical pool partitioning as a special solution
- lift system for large spans
- Bespoke planning for your project in-house
Below-floor, above-floor, lift system — three routes to the right integration.
Which type fits depends on the pool shape, the existing structure and the planning ambition. For new builds and full refurbishments we recommend below-floor, for retrofits above-floor, and for special cases or large pools the lift system.

The roll-up unit sits visibly at the pool edge. It is economical, quick to install and needs no intervention in the pool — the simple route for existing pools.
- Best choice for retrofitting existing pools
- Mechanics in coated aluminium
- Various cladding styles
- Fast implementation and delivery

Fully recessed — the roll-up unit disappears below the water line in its own chamber. It looks architecturally clean, does not interrupt the view and allows great design freedom.
- Best choice for new build and full refurbishment
- Suits concrete, masonry, plastic and stainless steel
- Must be planned into the pool shell early
- Define connections with the specialist planner

When open, the roll-up unit retracts completely out of sight. Made for difficult pool shapes, large spans or special architecture — a world first from our own house.
- For large pools and special situations
- World-first hydraulic cover · in-house development
- Requires bespoke planning in-house
- Coordinate early with architecture and building services
Three profile lines. One manufactory. One procurement decision.
From the teaching pool to the 50 m sport pool: you get economy, operational safety and long service life at once — you just need the right line. All lines are NF- and TÜV-tested. PVC and PC are additionally available as a solar variant. You will find the material and profile comparison for the specification right below.

Fully automatic protection at the price of a foil cover — TÜV- and NF-tested. The economical entry line for smaller municipal pools on a tight budget. It cuts your heating costs without needing a premium budget.
- PVC · 3-chamber hollow profile 9/50
- TÜV-Süd certified · NF tested
- No solar variant
- Full automation like the premium lines

Very good thermal insulation in a slim form. 4-chamber hollow profile, NF- and TÜV-tested. The end caps are welded, not glued. The economical standard choice for indoor pools and refurbishments. Also as PVC Solar: the transparent top profile acts like a small greenhouse and heats the water via the sun — the right outdoor-pool option without a premium-material surcharge.
- PVC · 4-chamber hollow profile
- Load capacity & hail resistance tested · NF
- Solar variant: passive solar heat gain
- Profile colours available · custom colours on request

High-grade polycarbonate: retains heat, saves heating costs and is the most resilient in the tested comparison. TÜV-tested, hail-resistant, with TriEX & UV protection as standard. The most robust recommendation for sport and outdoor pools with year-round operation and high service-life demands. As PC Solar the top of the range: all the advantages of the PC material — heat, hail, resilience — plus heat from the sun via the built-in solar absorber.
- Polycarbonate · 4-chamber hollow profile 13/60
- TriEX & UV protection as standard
- Solar variant with solar absorber · carbon-metallic
- 5-year warranty · above industry standard
Design Cover PC, PVC and Mini Cover — the right material choice per pool type.
For heavily used municipal pools with year-round operation and large spans, polycarbonate (PC) is usually the most robust recommendation. PVC is the most economical option for indoor pools and for modernising existing pools. The Mini Cover is the entry line for smaller pools.

The rules that really count for your tender.
We name the key rules clearly and without overload. First for Germany, then additionally for Austria and Switzerland. We provide all certificates project-specifically and with version control.
The standard reference and often the contractual basis in public pool construction. Our connections and terminology align with the KOK language.
Over 50 guidelines and working aids from the German Society for Bathing — for the planning, construction and operation of pools.
The central series of standards for the planning, construction and operation of public swimming pools in Germany and Europe. The key reference for "public use".
General safety requirements and test methods for pool equipment in public pools. Important for covers and drives in the tender.
The German rulebook for water treatment and hygiene. A cover only works together with treatment, self-monitoring and hygiene — not on its own.
Governs heating, indoor air, plumbing and electrics in public indoor pools. Evaporation, dehumidification and the hall climate most strongly determine the costs here.
"Operation of pools" — the safety and health of employees. Topics: operation, instruction, risk assessment and safe procedures.
CE conformity for motorised covers and drives. For every drive there is a documented declaration of conformity, assigned to the project.
Procurement law above and below the EU threshold. Market exploration, award criteria and the evaluation of life-cycle costs — our documents are geared to this.
Public health offices supervise pools. Operators must comply with self-monitoring, the UBA hygiene recommendations and the recognised rules of technology.
AT: ÖNORM EN 15288, ÖNORM M 6215/6216/6217, BVergG 2018/2026. CH: TBDV, BAG recommendations, BöB/IVöB, simap.ch. Please also check local cantonal rules.
From need to tender-proof procurement.
Smaller replacement or retrofit projects below the EU threshold often move quickly. Larger refurbishments and new builds need more: market exploration, budget approval, funding, tendering and committee resolutions. For each of these routes we supply the appropriate documents.
Germany — VgV, UVgO, possibly VOB-A
From 2026, EU thresholds of €216,000 for supplies and services and €5,404,000 for works contracts apply in Germany. If the threshold is reached, an EU-wide notice follows (VgV). Below it, the rules of the state and municipality apply (UVgO). Life-cycle costs may count as an award criterion — we provide the LCC sheet for it.
- Step 1Need & pre-checkReview the technology, estimate initial costs, choose a type: below-floor, above-floor or lift system.
- Step 2Market explorationThe procurement body may explore the market openly — transparently and equally for all.
- Step 3Budget & committeesPlan the investment, check funding, obtain political approval.
- Step 4Tender & awardDescribe the scope, evaluate certificates and LCC, review bids, award the contract.
Austria — BVergG 2018, new thresholds 2026
In Austria the same EU upper thresholds apply as in Germany, plus newly defined national thresholds for 2026. Depending on contract value and sector, one chooses direct award, a negotiated procedure or an open procedure. Technical standards: ÖNORM EN 15288, ÖNORM M 6215/6216/6217.
- Step 1Needs clarificationClarify technical and operational requirements and connections.
- Step 2Threshold checkDirect award, below the threshold or above the EU upper threshold?
- Step 3Market explorationFor larger contracts, inform in advance and prepare offers.
- Step 4Procedure & awardChoose the procedure, set the award criteria, evaluate offers.
Schweiz — BöB · IVöB · simap.ch
Public tenders in Switzerland run via simap.ch. The legal framework is set by BöB (federal) and IVöB (intercantonal agreement). Implementation at canton and municipal level also counts. For water quality, TBDV and BAG recommendations apply.
- Step 1Cantonal legal checkCheck BöB, IVöB and the canton’s requirements.
- Step 2Procedure choiceChoose an open, selective, freehand or invitation procedure.
- Step 3Publication on simap.chIf the threshold is exceeded, publish on simap.ch.
- Step 4Award & contractEvaluate offers, award the contract, conclude the contract, implement.

What municipal buyers actually want to know.
Yes. For retrofitting an existing pool the above-floor roll-up unit is the best solution — it needs no intervention in the pool. In a full refurbishment with pool works a below-floor solution can also be added later. We clarify measurements and connections together with your technical management and the specialist planner.
We deliver everything you need for the tender: product data sheets per profile, installation drawings per type, CE declaration of conformity for the drives, TÜV and NF test reports, load and span certificates for your project, material certificates, an operating and maintenance plan, a spare-parts and service concept, an LCC sheet and a sample specification.
Every document comes with version control, date and a dedicated contact — not standard documents, but tailored to your project.
For municipal swimming pools in Germany the key ones are: DIN EN 15288-1/-2 (planning, construction, operation), DIN EN 13451 (pool equipment), DIN 19643 (water treatment), VDI 2089 Sheet 1 (building services in indoor pools), DGUV Rule 107-001 (operation of pools) and CE conformity under the Machinery Directive 2006/42/EC. Plus the respective procurement law (VgV, UVgO, possibly VOB-A).
In Austria ÖNORM EN 15288 and BVergG apply, in Switzerland TBDV and BöB/IVöB.
For new build and full refurbishment we recommend below-floor — fully recessed, with no visual interruption. For retrofits and outdoor pools above-floor is economical and quick to implement. For large pools with special conditions the lift system is an option.
The final choice depends on shape, existing structure and pool edge. We recommend coordinating this early with the planning.
Evaporation is the biggest energy driver in indoor pools. A closed cover covers the water surface outside bathing hours. That reduces the load for heating, ventilation and dehumidification. Outdoors, heat retention, solar gain (with solar variants) and less dirt in the water are added.
You will find cautious sample calculations, maximum values and the conditions for your project in our LCC sheet.
Maintenance once a year, with documented inspection of the drives, fixings and profile connections. Spare parts and repairs come from Bad Tölz. Our own 16-person service team responds quickly across the DACH region. Internationally we work with certified specialist dealers.
We provide the maintenance and service concept as a separate document — for tendering and facility management.
We provide an LCC sheet with three savings scenarios — cautious, medium and ambitious — including assumptions and formulas. Funding programmes change constantly. We therefore provide, project-specifically, the technical descriptions that a funding review needs. Which funding ultimately applies is checked by your treasury or specialist planner against the current state of the programmes.
To be checked project-specifically: the shape and span of the pool, the pool edge, the load certificates, the connections to pool construction and building services, the local fire-safety and hygiene requirements, the municipal procurement and building requirements and possible funding programmes.
All information on the website is preliminary technical information. Binding are the project-specific data sheets, drawings and test reports for the respective system.
Yes. We compile suitability and reference certificates for your project. Some of our trade partners are prequalified — that can noticeably shorten the suitability check in the procedure. We are happy to support your procurement body with the appropriate documents for the suitability check, expertise and references.
Clarify the need with technical and pool management → pre-check the technology (shape, type, material) → initial cost estimate and LCC sheet → check budget and funding → market exploration and tender → evaluate offers → award → installation, commissioning, staff instruction → ongoing service contract.
We accompany you throughout the entire project — before and after the award, with a dedicated contact.
Yes. These include vertical pool partitions, free-forms, infinity pools, integrated stairs, overflow channels and large formats up to 22 × 50 m. These solutions are bespoke planning for your project, not off-the-shelf. We develop them with our own in-house engineering department.
We answer further questions on drives, pool-construction connections, hygiene and maintenance in the initial conversation — related to your project.
