Why cover municipal pools

Evaporation drives energy, water and staff effort.

Swimming pools are among the buildings with the highest energy consumption. Sport pools require around 3,400 kWh per m² of water surface per year, leisure pools even more. The biggest driver is evaporation from the open water surface — indoors as well as outdoors. The greatest effect therefore comes from an automatic cover that closes the pool outside bathing hours.

High evaporation losses

Open pools evaporate at night and outside bathing hours too. Every evaporated litre has to be reheated. In an indoor pool the humid air also has to be vented.

Heating load & ventilation energy

Heating, ventilation and dehumidification are the biggest energy items in pool operation. A closed cover outside bathing hours noticeably reduces both: the heat losses and the load on the air-handling system.

Staff & operating effort

Foil covers cost a lot of staff time in daily operation and raise occupational-safety questions. Automatic slatted covers are operated by staff in seconds — safely and with clear handling.

Refurbishment backlog & life-cycle-cost pressure

According to the DGfdB, around 80% of German pool operators see a need for refurbishment. On average roughly €2.5 million has built up per pool. Every investment therefore has to pay off over its service life.

In an indoor pool one thing counts above all: less evaporation. That cuts heating, ventilation and dehumidification in one step. A solar variant is not worthwhile here, because the sun does not shine directly on the pool.

Outdoors there is more to it: the cover retains heat, gains heat from the sun and keeps dirt out. Wind, UV radiation and hail require robust material and solid technology.

Which type fits depends on the pool shape, the existing structure and the planning ambition. For new builds and full refurbishments we recommend below-floor, for retrofits above-floor, and for special cases or large pools the lift system.

Design Cover PC, PVC and Mini Cover — the right material choice per pool type.

For heavily used municipal pools with year-round operation and large spans, polycarbonate (PC) is usually the most robust recommendation. PVC is the most economical option for indoor pools and for modernising existing pools. The Mini Cover is the entry line for smaller pools.

Procurement routes in the DACH region

From need to tender-proof procurement.

Smaller replacement or retrofit projects below the EU threshold often move quickly. Larger refurbishments and new builds need more: market exploration, budget approval, funding, tendering and committee resolutions. For each of these routes we supply the appropriate documents.

Germany — VgV, UVgO, possibly VOB-A

From 2026, EU thresholds of €216,000 for supplies and services and €5,404,000 for works contracts apply in Germany. If the threshold is reached, an EU-wide notice follows (VgV). Below it, the rules of the state and municipality apply (UVgO). Life-cycle costs may count as an award criterion — we provide the LCC sheet for it.

Austria — BVergG 2018, new thresholds 2026

In Austria the same EU upper thresholds apply as in Germany, plus newly defined national thresholds for 2026. Depending on contract value and sector, one chooses direct award, a negotiated procedure or an open procedure. Technical standards: ÖNORM EN 15288, ÖNORM M 6215/6216/6217.

What municipal buyers actually want to know.

Can the system be retrofitted to existing pools?

Yes. For retrofitting an existing pool the above-floor roll-up unit is the best solution — it needs no intervention in the pool. In a full refurbishment with pool works a below-floor solution can also be added later. We clarify measurements and connections together with your technical management and the specialist planner.

What documents do you provide for market exploration and tendering?

We deliver everything you need for the tender: product data sheets per profile, installation drawings per type, CE declaration of conformity for the drives, TÜV and NF test reports, load and span certificates for your project, material certificates, an operating and maintenance plan, a spare-parts and service concept, an LCC sheet and a sample specification.

Every document comes with version control, date and a dedicated contact — not standard documents, but tailored to your project.

Which standards and certificates are relevant?

For municipal swimming pools in Germany the key ones are: DIN EN 15288-1/-2 (planning, construction, operation), DIN EN 13451 (pool equipment), DIN 19643 (water treatment), VDI 2089 Sheet 1 (building services in indoor pools), DGUV Rule 107-001 (operation of pools) and CE conformity under the Machinery Directive 2006/42/EC. Plus the respective procurement law (VgV, UVgO, possibly VOB-A).

In Austria ÖNORM EN 15288 and BVergG apply, in Switzerland TBDV and BöB/IVöB.

Which installation type suits our pool?

For new build and full refurbishment we recommend below-floor — fully recessed, with no visual interruption. For retrofits and outdoor pools above-floor is economical and quick to implement. For large pools with special conditions the lift system is an option.

The final choice depends on shape, existing structure and pool edge. We recommend coordinating this early with the planning.

How does the cover affect evaporation, energy and cleaning?

Evaporation is the biggest energy driver in indoor pools. A closed cover covers the water surface outside bathing hours. That reduces the load for heating, ventilation and dehumidification. Outdoors, heat retention, solar gain (with solar variants) and less dirt in the water are added.

What maintenance is required and how fast is the service?

Maintenance once a year, with documented inspection of the drives, fixings and profile connections. Spare parts and repairs come from Bad Tölz. Our own 16-person service team responds quickly across the DACH region. Internationally we work with certified specialist dealers.

We provide the maintenance and service concept as a separate document — for tendering and facility management.

What funding and LCC documents can be provided?

We provide an LCC sheet with three savings scenarios — cautious, medium and ambitious — including assumptions and formulas. Funding programmes change constantly. We therefore provide, project-specifically, the technical descriptions that a funding review needs. Which funding ultimately applies is checked by your treasury or specialist planner against the current state of the programmes.

Which details must be checked project-specifically?

To be checked project-specifically: the shape and span of the pool, the pool edge, the load certificates, the connections to pool construction and building services, the local fire-safety and hygiene requirements, the municipal procurement and building requirements and possible funding programmes.

All information on the website is preliminary technical information. Binding are the project-specific data sheets, drawings and test reports for the respective system.

Are suitability certificates available for public tenders?

Yes. We compile suitability and reference certificates for your project. Some of our trade partners are prequalified — that can noticeably shorten the suitability check in the procedure. We are happy to support your procurement body with the appropriate documents for the suitability check, expertise and references.

What does the typical project flow for a municipal pool look like?

Clarify the need with technical and pool management → pre-check the technology (shape, type, material) → initial cost estimate and LCC sheet → check budget and funding → market exploration and tender → evaluate offers → award → installation, commissioning, staff instruction → ongoing service contract.

Yes. These include vertical pool partitions, free-forms, infinity pools, integrated stairs, overflow channels and large formats up to 22 × 50 m. These solutions are bespoke planning for your project, not off-the-shelf. We develop them with our own in-house engineering department.
